What is the Licensing & Compliance module?

The Licensing & Compliance module is the UK's first digital DEFRA Licensing Operating System. It brings together everything you need to achieve and maintain your star rating under the Animal Welfare (Licensing of Activities Involving Animals) Regulations 2018. The module has four integrated tabs: Star Rating Dashboard (live compliance scoring), Staff Management (qualifications, roles, induction tracking), Training Vault (video courses with quizzes aligned to DEFRA conditions), and Documents & Reports (certificates, evidence packs, and exportable reports for inspection).

How the Star Rating system works

DEFRA uses a 1–5 star matrix based on two axes: standards met (Minimum vs Higher) and risk rating (Low vs High). Your dashboard calculates this live from your actual compliance data:

5 Stars

Higher standards met + Low risk (minor or no non-compliance). Licence granted for up to 3 years. This is the gold standard — inspectors look for OFQUAL Level 3+ qualifications, 15+ CPD hours per staff member, documented enrichment programmes, and force-free handling policies.

4 Stars

Higher standards met + Higher risk. You meet the advanced conditions but have compliance history issues (e.g. a past enforcement action or late renewal). Licence typically 2 years.

3 Stars

Minimum standards met + Low risk. All 12 core conditions are satisfied and you have a clean compliance record, but you haven't crossed the higher-standard threshold. Licence up to 2 years.

2 Stars

Minimum standards met + Higher risk. Core conditions are met but there are compliance concerns in your history. Licence 1 year with conditions.

1 Star

Minimum standards not fully met. One or more of the 12 core conditions are failing. Licence 1 year maximum, with possible improvement notices. Immediate attention required.

Staff Management & Training Vault

The Staff tab lets you register every team member, track their qualifications, assign roles, and manage their entire training journey. The Training Vault tab is a full course library aligned to DEFRA conditions:

Staff profiles

Add each staff member with their name, role (Licence Holder, Senior Kennel Assistant, Daycare Lead, etc.), qualification level (None through to OFQUAL Level 3+ / Degree), and start date. The system flags if no one holds an OFQUAL Level 3 — a higher-standard requirement.

Induction pipeline

New staff must complete all "Core" modules before they can be marked Active. The induction checklist shows exactly which modules they still need. Once complete, they digitally sign to confirm — this creates an audit-ready induction record with timestamp and signature.

Training Vault courses

The vault contains 12 course categories covering all DEFRA-relevant topics: Animal Welfare & Five Needs, Infection Control, Canine Behaviour, Nutrition, First Aid, Fire Safety, Disease Prevention, Safe Handling, Kennel Environment, Legislation, Record Keeping, and Customer Care. Each course has video lessons and a quiz.

Video lessons

Each module contains 5–6 video lessons. Staff watch the embedded video (YouTube or Vimeo), and their progress is tracked per-lesson. The system records which lessons have been viewed and timestamps completion.

Quizzes & pass marks

After watching all lessons, staff take a quiz (5 questions per module, 80% pass mark). Failed attempts can be retried. Pass results are recorded with date, score, and CPD hours earned.

CPD tracking

Every completed module adds CPD hours to the staff member's record. The system calculates annual totals and flags whether each person meets the minimum (8 hrs) or higher (15 hrs) benchmark. This data feeds directly into the star rating calculation.

Documents & Reports

Generate and download training certificates, CPD summaries, compliance reports, and evidence packs. Everything an inspector needs is available in one click — no chasing paper records.

A staff member completes all induction modules and signs off

Their status changes from "Inducting" to "Active." The induction record (date, signature, modules completed) is stored permanently. The "All staff have completed induction training" minimum check turns green on the Star Rating Dashboard.

Your star rating drops from 5 to 3 because a staff member's first aid cert expired

The dashboard immediately recalculates. The "All staff trained in canine first aid" higher check turns red. Since higher standards are no longer met, the rating falls to 3 stars (minimum met + low risk). A reminder is generated prompting you to book renewal training.

Tips & best practice

Focus on getting all 12 minimum checks green first — this unlocks 3 stars. Then work on the higher conditions for 4–5 stars.

The single highest-weight higher check is "OFQUAL Level 3 qualification" — it counts as 2 points. If the licence holder has this, you're already 18% of the way to higher standards.

Set CPD targets early: 8 hours/year minimum, 15+ for higher. With 12 modules averaging 1.5 CPD hours each, completing just 10 modules per year exceeds the higher benchmark.

Don't skip the quiz step — inspectors specifically look for "evidence of understanding, not just attendance." Quiz pass records prove comprehension.

Use the Documents tab to pre-generate your inspection evidence pack before the annual visit. Having everything printed and organised makes a strong impression.

The training vault videos are "Curated Third-Party Educational Resources" — your Terms of Service should reflect this to protect your business from content changes by video creators.

Review your star rating monthly. Small drops (like an expired certificate) are easy to fix quickly but can cost you a star at inspection if not addressed.
