The rules, in plain English

There’s no single UK-wide limit on how many dogs one person can walk. The rules come from your local council and the specific park you’re in — so the answer is “it depends where you are”.

Council PSPOs

Most limits come from a Public Spaces Protection Order (PSPO) set by your council. The most common cap is 4 dogs per person at any one time; some councils allow up to 6 for professional walkers who hold insurance (and don’t walk alongside others).

Professional / commercial permits

Walking dogs for money in many parks needs a separate commercial dog-walking licence — even for one dog. Royal Parks (London) require a licence for all professional walkers; several boroughs and councils charge an annual fee.

Insurance

Public liability insurance is usually required to qualify for the higher (6-dog) limit and for any commercial permit — Royal Parks require a minimum of £2m cover.

It changes

PSPOs are reviewed roughly every three years and permit schemes are being introduced or expanded (e.g. Bristol from April 2026). Always confirm the current rule with your own council before you rely on it.
